Ruel is a partner. He serves on several corporate boards, doing compliance and business advisory works. His area of specialization includes business compliance, property transfer, telecommunications, administrative law and regulatory practice, election law, and government and legislative advocacy.
He was previously with the government occupying various roles applying his legal knowledge and expertise. He served as Undersecretary and Deputy Presidential Political Adviser, and Undersecretary of the Presidential Legislative Liaison Office. In 2007, he was appointed as Commissioner of the National Telecommunications Commission (2007-2009), leading the way for the introduction of policy changes in the telecommunications industry, which served as the foundation for a more improved and efficient interconnectivity.
